A. Streets: It is unlawful for any person to obstruct any of the streets and avenues in the city limits by placing and leaving thereon any lumber, logs, poles, wagons, machinery and such other articles and matter which will have a tendency to obstruct or blockade such streets and avenues. B. Gutters And Drains: It is prohibited and unlawful for any person to obstruct any of the gutters on any street within the city or in any artificial watercourse, or carrier or conductor of surface water, or any pipe, drain or other carrier or conductor of water on, above or underneath any street or property within the city by placing therein or thereon any dirt, refuse, snow, ice or any matter or thing which shall in any manner prevent the free discharge and drainage of water through, over, upon or in such gutters, pipes or other watercourses or drains.
