The following is the purpose and intent for establishing design standards for new and redeveloping businesses and commercial sites in the City of Harrison:
(a) Ensure that buildings and surrounding grounds are constructed or redeveloped in an attractive, consistent manner, with quality materials, abundant landscaping, and in furtherance of the City's branding efforts, while still providing a range of material and color options to choose from that fit different budget levels. The standards are not a deterrent to development but notify designers and developers in advance about the aesthetic standards of the City of Harrison and the range of options that meet those aesthetic standards so adequate preparation and planning can be done.
(b) Protect and improve the quality of the built environment, ensuring that new and redeveloped buildings have a positive effect on neighboring properties and enhance the City's character, image, and brand.
(c) Promote the general health, safety, and welfare of the public in those locations where the characteristics of the environment or the amount of public investment are of significant public interest and are vulnerable to damage or loss of public opportunity by the cumulative effect of unregulated developments.
