   131.03 POSITION OF CAPTAIN ESTABLISHED.
   (a)   The position of captain is hereby established within the Department of Police.
   (b)   This position is established in the unclassified service of the City and is a supervisory position not subject to the provisions of Ohio R.C. Chapter 4117.
