(a) The stormwater management service charge shall be paid, by the owner of each lot or parcel which is subject to this charge, on a monthly basis in accordance with regulations established herein.
(b) Owners of Class R properties shall be billed monthly at a rate of 1 times the monthly service charge. Owners of Class C properties shall be billed monthly at a rate of 1 times the monthly service charge.
