973.01 FEES ESTABLISHED.
   (a)   Fees for public safety services at scenes of motor vehicle accidents are hereby established.
   (b)   Whenever the Fire Department responds to a motor vehicle accident within the corporate limits of the City, the following fees shall be charged for the services/responses rendered at the scene of such accident:

   Level I services shall consist of responses to a motor vehicle accident in order to establish a safe environment at the scene of the accident and further investigation as required.
   Level II services shall consist of responses to the scene of a motor vehicle accident which may require treatment and/or transportation of a patient(s) to a hospital by the Division of EMS. This may also include the cleanup of spills, protection from downed power lines, assistance in patient care, or extinguishments of vehicle fires, and establishing a safe environment at the scene of the accident.
   Level III services shall consist of responses to a motor vehicle accident which require extrication of entrapped individuals in addition to cleanup of spills, protection from downed power lines, assistance in patient care, or extinguishments of vehicle fires, and establishing a safe environment at the scene of the accident.
   Level IV services shall consist of responses to a motor vehicle accident which require air flight of individuals to Level One trauma hospitals, establishment of helicopter landing site, extrication of entrapped individuals in addition to cleanup of spills, protection from downed power lines, assistance in patient care, or extinguishments of vehicle fires, and establishing a safe environment at the scene of the accident.
   * Some target areas, i.e., interstates and high traffic volume areas, may require specialized apparatus and equipment.
      (1)   The aforesaid fees shall be charged to and billed to:
         A.   The person and/or the liable insurance company of the person being treated, attended to, or rescued by the Fire Department personnel, or the person who may be responsible for such person being treated, attended, or rescued.
         B.   The owner and/or the liable insurance company of the owner of the motor vehicle for which spills or debris around the vehicle are cleaned up, fires are extinguished, or the site of the accident around the vehicle is secured.
      (2)   The Fire Chief may make rules and regulations, and from time to time may amend, revoke or add to such rules and regulations not inconsistent with this resolution as he/she may deem necessary or expedient in respect to billing for these fees and collection thereof.
