(a) Water use restriction means restriction of use of water supplied by the City for a period of time as determined by the Director of Public Works when there exists an insufficient or inadequate supply of water or water pressure to provide safe and adequate water service to the City or to any other user supplied by the City.
(b) The Director of Public Works is hereby authorized to declare a water use restriction whenever he/she determines in his/her discretion that significant water pressure or supply problems exist to warrant such action; said restriction shall exist from the time it is formally announced until the time it is formally canceled. A water use restriction shall be subject to review by the City Council of the City within seven days of the issuance thereof.
(c) Whenever a water use restriction is declared, the Director of Public Works shall request that the local news media announce the existence of the restriction, its time of operation and the area to which it will apply. Cancellation shall be accomplished in the same manner.
(1) Whenever a water use restriction is in effect, all forms of non-essential water use including, but not limited to, lawn sprinkling, car washing or other uses specifically set forth by the Director of Public Works when the water use restriction is announced shall be prohibited.
(2) The Director of Public Works is specifically authorized to limit the use of water by large industrial water users, laundromats, car washes, and the like in the furtherance of the conservation of water. (1993 Code 53.03)
