The legislative powers of the Municipality, except as otherwise provided by this Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members. All members shall be elected from the Municipality at large. The Members of Council shall be elected for overlapping terms of four (4) years. There shall be a Council person election held each two (2) years at which either three (3) or four (4) Council seats shall be elected by the Municipality at large. Members of Council shall take office January 1, or within ten (10) days thereof, of the year following their election and shall serve until the expiration of their term of office. If a person elected to Council for any reason is not seated within forty-five (45) days after commencement of his term of office, his office shall be forfeited and the vacancy shall be filled in the manner provided in Section 3.10 of this Charter.
