(a) The City of Harrison and/or Harrison Township, Hamilton County, Ohio shall be exempt from payment of any fees for the issuance of a building permit from the City of Harrison, Ohio.
(b) The Building Commissioner shall have the authority to waive fees for building permits when, in his or her judgment, the applicant is financially unable to pay said fees.
