(a) Designation. The Code Official may require and designate public or private fire lanes as deemed necessary for the efficient and effective use of fire apparatus. Fire lanes may be required by the Code Official to extend on any or all sides of the building perimeter.
(b) Code Official. "Code Official" means the Director of Fire and/or Assistant Director of Emergency Services and the Fire Inspector.
(c) Apparatus Access. All premises which the Fire Department may be called upon to protect in case of fire which are not readily accessible from public roads, shall be provided with fire lanes so that all portions of all building on the premises are accessible to fire apparatus and public safety vehicles, as required by the Code Official. Fire lanes shall be at least eighteen feet in width which may include unobstructed driveways. The designation and maintenance of fire lanes on private property shall be accomplished as specified by the Code Official.
(d) Posting. It shall be the responsibility of the owner of the property to post "NO PARKING - FIRE LANE" signs with the approved lettering as required by the Code Official and it is the responsibility of the owner to clearly mark the pavement with striping designating said fire lanes.
(e) Fire Lane Prohibitions. No person shall stand, park a vehicle, encroach or place an encumbrance in or near a fire lane as to impede or hinder, fire equipment, ambulance, police or public safety vehicle access and/or fire fighting operations except for:
(1) Vehicles actively engaged in loading or unloading merchandise and provided loading or unloading is minimal and the vehicle is attended with motor running.
(2) Vehicles actively engaged in the loading or unloading of people and the vehicle is attended with motor running.
(3) Vehicles or equipment actively engaged in repair or alteration of a structure and the vehicle or equipment is attended at all times until repair or building alterations are completed and safety permitting motor left running.
"Attended" for the purpose of this section means manned by a qualified operator for said vehicle.
The above exceptions do not apply under emergency conditions or use of a fire lane by emergency or public safety vehicles.
(f) Maintenance. All designated fire lanes signs or markings shall be maintained in a clean and legible condition at all times and replaced when necessary to insure adequate visibility. Markings shall include striped parking spaces to clearly delineate the limits of parking adjacent to a fire lane.
