Should a request for consideration of a water billing be deemed reasonable by the Director of Public Works, one-half of the billing shall be paid when due, pending final disposition by the Director. The decision of the Director shall be final and the balance owed, if any, shall be paid within seven days, or a refund, if any, shall be paid within seven days. It is to be understood that any decision by the Director shall not necessarily establish a precedent for any future request for the consideration of a water billing. (1993 Code 53.28)
