In the event a multi-purpose building is occupied and used in its entirety by its owner or lessee, the owner or lessee shall be billed on the metered usage. For each unit of a multi-purpose building not occupied or used by the owner or lessee, the owner or lessee shall also be charged the minimum for each such unit.
