939.02 PROVISION OF UTILITY SERVICES RESTRICTED.
   (a)   It is the policy of the City that utility services, including water utilities, shall only be furnished to those properties which are located within the corporate limits of the City.
   (b)   In the event a property owner outside the corporate boundaries of the City wishes to acquire utility services provided by the City, annexation proceedings by the property owner must be completed pursuant to state law prior to the provision of utility services.

   (c)   (1)   Subsections (a) and (b) are hereby modified to permit the furnishing of water to certain customers of the Harrison Township Water Corporation as may be found on the list of customers of the Harrison Township Water Corporation on September 1, 2000 who are located outside the corporate limits of the City.
      (2)   The City may furnish water to such additional customers located outside the corporate limits of the City whereby the provision of said services is a logical extension of the water services as provided by the Harrison Township Water Corporation on September 1, 2000.
      (3)   The provision of water services beyond or in addition to those services served by the Harrison Township Water Corporation on September 1, 2000 shall be on the same basis and using the same criteria as for the provision of said services to the City of Harrison customers in effect as of the date of the passage of this section.
