Any discharger who is found to have violated an order of the authority or who has failed to comply with any provision of Sections 935.21 to 935.29 and the regulations or rules of the authority, or orders of any court of competent jurisdiction or permits issued hereunder, may be subjected to the imposition of a civil penalty.
