(a) It is the policy of the City that utility services, including sewer utilities, shall only be furnished to those properties which are located within the corporate limits of the City.
(b) In the event a property owner outside the corporate boundaries of the City wishes to acquire utility services provided by the City, annexation proceedings by the property owner must be completed pursuant to state law prior to the provision of utility services.
