(a) (1) The rate per residential unit for collection of garbage within the City shall be the rate as adopted by Council from time to time upon recommendation of the Solid Waste Committee.
(2) The senior citizen rate per residential unit for garbage collection within the City shall be the rate as adopted by Council from time to time upon recommendation of the Solid Waste Committee. Any citizen age 65 or older may receive this rate by submitting written proof of age to the City.

(b) A charge in the amount of twenty-five dollars ($25.00) shall be levied against any customer who attempts to pay for the services with a negotiable instrument which is dishonored by the bank upon which it is drawn. The charge shall be in addition to any other charge for services which may be levied against that person or property being served by the City.
