It shall be the duty of any driver of any taxicab not on call or engaged, to transport upon request, any orderly person between any two points within the city, and should it be shown to the satisfaction of Council that the operator of any taxicab failed to comply with such request, such action shall be considered prima facie evidence for the cancellation of the license issued to any owner for the operation of such taxicab. In the event such license is revoked, no rebate or refund shall be made for any license fee previously paid. (1993 Code 111.13)
