It shall be unlawful for any owner, operator, agent, or exhibitor of a coin-operated gaming machine establishment or pool hall to permit any person who has not reached the age of 15 years to play or operate a gaming machine or pool table; provided, however, that a minor under 15 years of age when accompanied by either a parent or a legal guardian may be permitted to play or operate coin-operated gaming machines or pool tables and be and remain in such coin-operated gaming machine establishment or pool hall.
