All coin-operated gaming machines and pool tables shall be openly exhibited in such a manner, on the premises, as to be in public view at all times, and not obscured by drapes or other means. All coin-operated gaming machines and pool tables and all premises in which the machines or tables are maintained or exhibited shall be open to inspection by the Police Department at all times. If any coin-operated gaming machine or pool table is used as a gambling device or is otherwise operated contrary to the provisions of the law of the State or of the ordinances of the City, such a machine or pool table may, upon proof, be seized and destroyed as in the case of a gambling device.
