The person receiving water shall be primarily responsible for the payment of monthly user charges. The owner of the property shall be secondarily responsible. In either case, if a monthly user charge becomes delinquent and is not paid in accordance with the provisions of these regulations, water service is to be discontinued and may not be resumed except in accordance with the provisions of these regulations. When water shall be supplied to more than one party through a single tap, the bill for the whole supply furnished through such tap shall be made to the owner of the property.
