All water facilities and appurtenances, other than the plumbing, when installed or accepted by the town, shall become and remain the property of the town; and no person, by payment of a charge or fee, or by any construction of facilities accepted by the town, may acquire any interest or right in any of these facilities, or any portion thereof, other than the privilege of having their property connected thereto and service in accordance with these regulations.
