§ 50.70 COMPUTATION OF USER CHARGES.
   (A)   The user charges to be determined for all permitted manufacturing or other producers of waste to which this subchapter applies will be computed by the use of the following formula:
   UC - VX + VY [BOD + V2 (TSS)]
Formula Values are:
UC = User charge (in dollars) for each billing period.
V = Volume in thousands of gallons to the town sewer system during the billing period.
X = Cost per 1,000 gallons of wastewater treated.
Y = Cost to remove one mg/l of BOD per 1,000 gallons.
Z = Cost to remove one mg/l of suspended solids per 1,000 gallons.
BOD = Five day, 20° C. biochemical oxygen demand content of the waste delivered in mg/l.
TSS = Total Suspended Soils content of the waste delivered in mg/l.
   (B)   When either BOD or suspended solids in a delivered waste is more than 250 mg/l, this formula in division (A) will be used; where COD levels exceed the tested BOD it shall be used as a substitute but in no event will either be used at less than 250 mg/l in the computations.
   (C)   When an industry produces both domestic and process waste with one connection to the sewer system, the waste so delivered will be considered as industrial waste and the user charge computations will be in compliance with division (A) or (B) above, based on the combined volume, BOD and suspended solids content.
   (D)   A permittee may reduce his user charge rate by greater removals in pretreatment or plant operation procedure, but once the pretreatment or plant procedure is established to obtain uniform or lower rate, written consent from the General Manager to increase the delivered strength shall be required, and charges for a higher rate based on tests by the town may be made without other notice to the permittees.
   (F)   Monthly billing for industrial waste disposal will be accomplished, using the established procedures.
