All information and data relating to a permittee obtained from reports, questionnaires, permit applications, permits, monitoring programs and inspections shall be available to the public without restriction unless the user specifically requests and is able to demonstrate to the satisfaction of the town that the release of such information to the general public would divulge information or processes of methods that would give a business advantage to competitors who do not otherwise have this information.
