In the event a producer of industrial waste which is authorized to make a connection to the town sewer for industrial waste disposal under the provisions hereof is sold, leased or its operation is assumed or taken over by another person, firm or corporation other than that named in the permit, a new application for permit shall be made by the new owner, lessee, or operator. No permit issued under the provisions hereof shall be assignable, and a violation of this provision shall be grounds for summary suspensions or revocation of such permit by the General Manager.
