All persons owning, renting, leasing or having management or control of property or premises that produce waste that is discharged into the sanitary sewers of the town, including domestic waste, and subject to the provisions of this subchapter, shall be charged the rates established in this subchapter, and no reduced rates or free sanitary sewer service shall be furnished to any such person, property or premises. In all cases the owner of property shall have final responsibility for the payment of sewer service charges.
