§ 73.01 ROAD CLOSURES ON STATE-MAINTAINED ROADS.
   The town may regulate all State of North Carolina maintained roads within the town limits to the fullest extent allowed by G.S. § 20-169. For town-sponsored events to be held in whole or in part on state-maintained roads, the town shall be permitted to dose or alter the rules of the road once the town notifies the North Carolina Department of Transportation (NCDOT) of its event and the state-owned road areas impacted and no conflict with State activity on the affected road exists. The town shall be responsible for and shall regulate all signage, traffic control, debris and litter removal and other matters related to the event. This provision shall also apply to bicycle racing to the extent permitted by G.S. § 20-171.2. For events sponsored by persons other than the town, the sponsoring person must obtain approval from NCDOT and the town no later than 30 days before the proposed event.
