§ 50.16 GENERAL EXTENSION REQUIREMENTS.
   All extensions of either water or sanitary sewer service shall be governed by the following:
   (A)   The minimum or maximum distance for any extension of a water main or sanitary sewer main shall be determined by the Town Council. In general, the minimum distance for extension shall be one platted block, or in the case of water mains from main line valve to valve and in the case of sanitary sewer extension from manhole to manhole.
   (B)   The size of water mains and sanitary sewer mains to be installed and the other required system facilities shall be determined by the Town Council in accordance with the recognized standards and accepted engineering practices and design and in accordance with applicable system plans adopted by the Town Council.
   (C)   The Town Council shall determine the minimum size of lines and determine the availability of utilities for any extension of service.
   (D)   The town may require payment in advance from the property owner making application an amount of money determined by the town to be sufficient to cover all costs for town to have its engineer or other persons to conduct a study of the extension of services requested in order to estimate the total cost and for Town Council to act on the application. The amount of money for cost of study advanced by property owner with application will not be refundable and will not be applied or credited to the cost of the extension of utility services, if approved.
