Any party or parties responsible shall institute and complete all actions necessary to remedy the effects of a discharge of hazardous materials or substances at no cost to the town. The Fire Chief or his or her designee has the authority to remedy the effects of a discharge of hazardous materials or substances by the Fire Department or by an authorized individual or firm. All costs associated with such remedy shall be done by the owner, operator or other person responsible for the discharge.
