The Fire Department shall require the owners of private hydrants to conduct tests and inspections on their hydrants as part of the Fire Department's fire hydrant maintenance program. The owner of the property shall submit annually a report of the test results to the Fire Department Fire Prevention Bureau. A violation of this section is punishable as a misdemeanor.
