(A) The Town Council has determined upon the basis of an engineering and traffic investigation conducted jointly with the State Department of Transportation, pursuant to G.S. 20-141 (f) and (g), that the statutory standard speed limitations provided by G.S. 20-141(b) are greater in some instances and less in other instances than is reasonable or safe under the conditions existing upon certain streets or portions of streets within the corporate limits of the town constituting portions of the State Highway System.

(B) (1) Twenty-five mile per hour speed limitations upon certain state highway streets. It shall be unlawful to operate a vehicle in excess of 25 miles per hour upon the following streets or portions of streets within the corporate limits, being located upon the State Highway System:
