(A) The Chief of the Town of Harrisburg Fire Department, with the assistance of the Harrisburg Fire Marshal, shall designate to the Public Works Director of the town the location of one or more fire lanes within the town, where, in the joint opinion of the Chief and the Fire Marshal, such fire lanes are necessary to ensure the safety of the public.
(B) The Public Works Director shall mark such designated fire lanes on the ground with the words "Fire Lane" and shall erect "No Parking" signs next to the fire lanes.
(C) No person shall stop, stand or park a vehicle in a designated fire lane that has been appropriately marked except that the driver of a passenger vehicle
may temporarily stop for the sole purpose of and while actually engaged in loading or unloading passengers, when such stopping does not interfere with existing traffic or the utilization of emergency vehicles.
(D) Any person, firm or corporation in whose name such vehicle is then registered or licensed shall be subject to a civil penalty of $25.
(E) Parking violations included in this section shall be delinquent after the fifteenth day from the issuance of the citation; thereafter the following civil penalties shall apply to the foregoing parking violations, in addition to the stated penalty:

(F) This violation and any delinquent penalty are not subject to the penalty provisions of G.S. § 14-4, but instead constitute civil penalties to be recovered by the town in a civil action in the nature of debt when the violator does not pay the penalty within the prescribed period of time set forth above, pursuant to G.S. § 160a-175(c).
(G) Should any officer with authority to issue a citation pursuant to this section encounter a vehicle in violation of this section that is unattended or the driver of which refuses to move the vehicle after being requested to do so, such officer may remove the vehicle from the fire lane to the nearest garage or place of safety, with the cost of such removal and storage to be paid by the vehicle owner.
