§ 53.042 DEVELOPMENT STANDARDS FOR HIGH DENSITY PROJECTS.
   This section shall be applicable to all development. pursuant to § 53.005(A), unless exempt pursuant to § 53.005(B). The development shall implement design criteria that comply with each of the following standards:
   (A)   Post-development peak discharges must be controlled to pre-development discharges for, at a minimum, the one-year, 24-hour storm and the ten-year, 24-hour storm.
   (B)   SCMs shall be designed, constructed and maintained so that the development achieves runoff treatment.
   (C)   Storm water runoff from off-site areas and existing development shall not be required to be treated in the SCM. Runoff from off-site areas or
existing development that is not bypassed shall be included in the sizing of on-site SCMs at its full built-out potential.
   (D)    A development that controls runoff through an off-site SCM shall be allowed on a case-by-case basis as determined by the town if the off-site SCM meets the provisions of the minimum design criteria.
   (E)   SCMs shall meet the relevant minimum design criteria set forth in 15A NCAC 2H.1050 through .1062,except in accordance with Item (6) of 15A NCAC 2H.1003.
   (F)   When new built-upon area is added to existing development or existing development is replaced with new built-upon area. only the area of net increase shall be subject to this section.
