Smaller lots may be allowed for planned cluster developments provided:
(A) Preliminary plans are first approved by the Commissioner of Conservation;
(B) Central sewage facilities are installed which meet the standards, criteria, rules and regulations of the Minnesota Department of Health;
(C) Open spaces are preserved;
(D) There is not more than one centralized boat launching facility for each cluster; and
(E) Any attached conditions are met, such as limits on overall density, minimum size of the cluster development, restriction to residential uses, or minimum length of water frontage.
