Upon completion of any work or project pursuant to a special use permit or variance granted pursuant to this chapter, and prior to the use or occupancy of the land or structures permitted by the special use permit or variance, a certificate of zoning compliance shall be issued therefor by the zoning administrator stating that the use of the land or structure conforms to the requirements of this chapter. Prior to the issuance of the certificate, the applicant shall submit a certification by a registered professional engineer or land surveyor, as appropriate, or other qualified person designated by the governing body, that the finished fill and building floor elevations, floodproofings and other flood protection measures have been completed in compliance with the information given to the city in connection with the application for the special permit or variance.
