(A) Portions of the lands within the regulatory jurisdiction of the city are subject to recurrent flooding by overflow of streams and other watercourses causing hazard to life and property, disruption of commerce and governmental services, unsanitary conditions, and, the interruption of transportation and communications, all of which are detrimental to the health, safety, welfare and property of the occupants of flood plain areas and the people.
(B) It is the purpose of this chapter to promote the public health, safety and general welfare by minimizing the losses resulting from flooding, preventing fraud and victimization for the sale of floodprone properties to innocent purchasers and qualifying the city for flood insurance.
(C) The city intends to conduct or aid in the conduct, within a reasonable time, of studies which will permit more detailed delineation and regulation of flood plain areas.
