§ 32.04 PRESIDING OFFICER.
   (A)   The Mayor, or in his or her absence, the Acting Mayor, shall preside at all meetings of the Council.
   (B)   The Acting Mayor, when occupying the place of the Mayor shall have the same privileges as other members.
