A. The city council shall consist of five (5) members, including four (4) council members, one from each ward, and the mayor who is a council member at large. The term of office for a council member shall be two (2) years beginning at the first regular Harrah city council meeting in the month of April in the year in which they are elected. The council member shall serve until his successor is elected and qualified. At the general municipal election in an odd-numbered year, the following are elected:
1. Council members from wards one and three; and
2. Mayor (council member at large).
At the general municipal election in even-numbered years, the following officers are to be elected:
