17-403: UNLAWFUL REMOVAL FROM CONTAINER:

It is unlawful for any person without a permit or license issued by the city of Harrah to remove or cause to be removed any garbage, refuse or rubbish of any kind from any garbage can or other container used for the deposit of same. (Ord. 2004-8, 8-5-2004)
