17-301: SEWER SYSTEM AS PUBLIC UTILITY:

The operation of the city's sanitary sewer system is hereby declared to be a public utility and a proper source of city revenues and expenditures for the upkeep and maintenance of the sewer system. (Prior Code, Sec. 18-17)
