All trenches in the public streets, alleys, sidewalks, or other public places shall be properly protected with proper barricades. At night warning lights shall be placed at intervals along any such trench or embankment as shall be deemed necessary by standard traffic and warning device regulations adopted by the City or if none adopted by the City, then by the State.
