While recognizing the value of effective alarm systems in deterring crime and preventing fire loss, and while encouraging the use of such alarm systems, it is the purpose of this chapter to require minimum standards for alarm systems and services therefore and to issue permits to users thereof to improve system effectiveness and to reduce, insofar as possible, the misuse of emergency public services.
