No owner or keeper shall permit any animal owned, harbored or kept by him, except a cat wearing a collar to which is attached a current rabies tag, to be at large. It is unlawful for any animal, except a cat wearing a collar to which is attached a current rabies tag, to be at large at any time within the city. Any cat at large without a collar and current rabies tag will be subject to impoundment. (Ord. 2005-20, 8-4-2005)
