12-213: BOARD MOTION TO AMEND:
The city council may from time to time, on its own motion or on petition, amend the regulations and districts herein established. Every petition for amendment shall be submitted to the planning commission for investigation and reported to the city council. At least fifteen (15) days' notice shall be published in a newspaper of general circulation in the city to advise of the time and place of the public hearing to be held on such proposed amendment before the city council. In case of a protest against such proposed amendment signed by owners of twenty percent (20%) or more, (either of the area of the lots included in such proposed change, or by the owners of 20 percent or more of the area of the lots immediately abutting either side of the territory included in such proposed change, or separated therefrom only by an alley or street), such amendment shall not become effective except by the favorable vote of three-fifths (3/5) of all the members of the city council.
