A. The Board shall consist of seven (7) Members who may be residents of the City, the Harrah School District or other interested persons to be appointed by the Mayor with the approval of the City Council. The terms of each Member shall be three (3) years or until the Members successor takes office. Vacancy shall be filled for the unexpired term in the same manner as provided herein for appointment. Members of the Park and Recreation Board shall serve without compensation. The seven (7) Members shall serve staggered terms based on the year of appointment. Additionally, not more than five (5) non-voting advisory Members may be appointed to the Park and Recreation Board by the Mayor with the approval of the City Council.
B. At the first meeting following appointment of new Members, the Park and Recreation Board in June of each year or soon thereafter as practical, the Park and Recreation Board shall elect a Chairman, Vice Chairman and Secretary; the Secretary need not be a Member of the Board. The Board shall determine the time and place of its regular meetings but shall meet at least twice a year. The Mayor, Chairman or any four (4) Members may call a special meeting of the Park and Recreation Board. The Board shall have the power to make such rules or procedure as is deemed appropriate for the transaction of business consisted with the provisions of this Chapter. (Ord. 1989-6, 7-20-1989; amd.
