Any person, firm or corporation or other legal entity which shall violate any of the provisions of this chapter or fail to comply herewith, or with any of the requirements hereof, shall be deemed guilty of an offense punishable by a fine as provided in the schedule of fines adopted by the city council and maintained by the city clerk.
