Any owner of coin-operated devices who places such devices in operation or in a place available to the public for operation, and any person who permits coin-operated devices to be in operation or accessible to the public without a license affixed as required by this chapter, shall be liable for the fee on such device at the full annual rate as herein levied and shall be liable to a penalty, in addition to the amount of the fee, in such sum as set in section 1-108 of this code. The penalty shall not be assessed until sixty (60) days after July 31, 1989. (Ord. 1989-8, 8-3-1989)
