Fees, rates and fines for the applicable provisions of this code shall be adopted and established from time to time on a schedule approved by and adopted by the Harrah city council by resolution from time to time as needed, and thereafter maintained in the office of the city clerk, which schedule of fees, rates and fines shall supersede all previously adopted schedules or individual provisions previously adopted within this code to establish fees, rates or fines.
