Any person who has been found guilty in any court or who has signed a plea of guilty to two (2) previous moving traffic offenses in the preceding one year period, or who has been charged with such offense without either paying a fine or posting bond for such offense, shall not be permitted to appear before the violations clerk, but shall be required to appear in court for trial on third and subsequent offenses within the preceding one year period.
