Section 3-1   City Manager: Appointment, term, qualifications, removal.
   There shall be a city manager. The city council shall appoint the city manager for an indefinite term, by a vote of the majority of all its members. The city council shall choose the city manager solely on the basis of executive and administrative qualifications, with special reference to actual experience in, or knowledge of, accepted practice in respect to the duties of the office. Neither the mayor nor any members of the city council shall be appointed city manager during the terms for which the councilmember shall have been elected or appointed, nor within two (2) years after the expiration of the councilmember's term. At the time of the city manager's appointment, the city manager need not be a resident of the city of Harrah or state, but, during the tenure of office, the city manager shall reside within the city limits of the city of Harrah or within the limits of Harrah independent school district no. 7, provided, if the city manager is part-time, the city council may approve living outside the above limits. The city council may suspend or remove the city manager for the good of the service by an affirmative vote of at least three-fourths (3/4) of all its councilmembers.
