2-103: MEETINGS OF THE CITY COUNCIL 1 :
   A.   The city council shall meet regularly, on the first and third Thursdays of each month for the months of January, February and March 1997, and thereafter, unless changed by ordinance, resolution or otherwise, on the first and third Thursdays of each month. Meetings shall begin at seven o’clock (7:00) P.M. Where the day for a meeting falls upon a day which is a legal holiday for the city, the meeting shall be held on the date indicated in the annual meeting notice, or such other date as the council shall designate.    B.   Special meetings may be called by the mayor or any three council members.
   C.   A majority of all the members of the city council shall constitute a quorum to do business, but a smaller number may adjourn from day to day.
   D.   The meetings of the city council shall be at the city hall unless, in special occasions, the mayor designates another place in the city for the holding of a special meeting. An adjourned meeting may be held at any place designated by the city council.
   E.   All meetings shall be held in accordance with the Oklahoma open meetings act, provided that the order in which individual agenda items shall be addressed by the city council may be altered by the mayor unless, upon motion of a city council member, the city council objects to the change in order.
