Towers constructed or permitted prior to the effective date of this chapter and any tower less than 50 feet in height are exempt from the terms of this chapter. If an antenna mounted on an alternative structure or tower does not extend more than 20 feet higher than the structure or tower, such construction is exempt from the terms of this chapter. Exemption herein does not constitute exemption from any other applicable federal, state, local law or regulation.
